Gray McGinnis

VP of Government Relations

Gray McGinnis is the founder of Gray Line Strategies, bringing over 20 years of experience in all facets of political and public affairs strategy. Recognized for leadership in both political and corporate settings, Gray has developed and managed public affairs and grassroots campaigns to influence political, legislative and policy decisions across the United States and European Union. He is an excellent communicator and relationship builder with diverse audiences that include: senior management, government officials, employees, consumers and constituents.

Prior to founding Gray Line Strategies, Gray worked in senior level positions at the American Petroleum Institute and Walmart Stores Inc. During his tenure at both organizations, Gray’s primary responsibilities included legislative advocacy and ballot campaigns at the state and local level. This included multifaceted land use entitlement campaigns in urban market settings, as well as, statewide and local campaigns to protect oil and natural gas assets.

In addition to his broad corporate grassroots and political strategy experience, Gray is also a respected communications and policy development strategist. He developed these skills while leading Walmart’s Business Policy and Strategy Group comprised of three teams focusing on internal business policy development, global responsibility, and key initiatives.

Prior to joining the corporate community, Gray was the Chief of Staff and Policy Director for the Colorado State Senate President. He also managed political campaigns at the federal, state and local level, led community outreach teams and practiced law.

Gray earned a Juris Doctorate from the University of Oregon School of law and a Bachelor of Arts in Political Science from the University of Colorado. A native of Colorado, Gray, his wife Shannon, and their three children currently reside in Fort Collins, Colorado.
